Replace the Annex Building and modulars located at La Grande Middle School

The multi-use facility would include two high school size basketball courts and one elementary size basketball court that can be converted to four sport courts. Drop down dividers will make the space friendly for softball and baseball pitching and hitting practices.

Relocate Maintenance/Grounds/Facilities

  • The district has purchased the Adams Professional Building, located at 1805 Adams Avenue, and is currently remodeling the facility for the upcoming relocation of the maintenance, grounds and facilities operations. Remodeling and relocation are planned to be completed by April 2023.prf

Here are some facts about the bond

  • The bond is for $4.845 million, to be repaid over 13 years.
  • The district has been awarded a matching grant of $4 million from the Oregon School Capital Improvement Matching (OSCIM) program.
  • The district has a total of $9.444 million for proposed bond projects
  • Projects include replacing the Annex and maintenance buildings at La Grande Middle School and moving the Maintenance/Grounds/Facilities operations from the Annex to another site.
  • 2022-2023 bond tax rate is $1.8614 per $1,000 of assessed property value.

    Relocate Maintenance/Grounds/Facilities

    • The district has purchased the Adams Professional Center building in order to relocate maintenance, grounds and facilities operations.

  • In 2014 voters passed a bond at a rate of $1.93 per $1,000 of assessed property value to end in 2035. In September of 2020, the La Grande School District refinanced the bond which would reduce the tax rate to $1.65 effective fall of 2022.  Voters passed the May 2022 bond, so the tax rate will remain at $1.93 per $1,000 of assessed property value without adding to the bond payoff schedule.

  • The goal has been to have better facilities and maintain tax rates without an extension of the bond.

    $4.845 Million Maintains Current Tax Rates

    • Existing bond started in 2015
    • Existing bond set to end in 2035
    • 2022 bond amount is aligned from 2022 to 2035 (13 years)
    • Bond will end in 2035
    • The bond amount maintains existing tax rates and will not extend bond terms
       

    Leverages Additional Funds

    $5,444,000 proposed bond
    + 4 million OSCIM grant
    = $9,444,000 for bond projects

    • The Oregon School Capital Improvement Matching (OSCIM) Program provides matching grants to districts that pass a local general obligation bond.
    • The goal of the program is to encourage local communities to invest in their district’s public schools.
    • Before submitting an application for the OSCIM Program, districts must also submit a Facilities Assessment and Long-Range Facility Plan.
    • The matching grants are up to $4 million for most districts.
    • La Grande School District was awarded a $4 million OSCIM grant.

    La Grande School District has received the $4 million OSCIM grant as our voters approved our bond.

  • The $4.845 million school bond measure:

    The tax rate remains at the current tax rate of $1.93 per $1,000 assessed property value, or

    • $193 per year for owner of home assessed at $100,000, 
    • $386 per year for owner of home assessed at $200,000,
    • $579 per year for owner of home assessed at $300,000.

    The bond will be repaid over 13 years. The bond sale netted LGSD $5.444 million.
