Individuals with Disabilities Education Act (IDEA) Policy
"Improving educational results for children with disabilities is an essential element of our national policy of ensuring equality of opportunity, full participation, independent living, and economic self-sufficiency for individuals with disabilities." Findings of Congress, Public Law 108-446. Section 601(c)(1).
What is IDEA?
The Individuals with Disabilities Education Act, as amended in 2004 (IDEA 2004-PL 108-446), is a federal law governing special education services and federal funding for eligible infants, toddlers, children, and youth with disabilities across the country. Children and youth (ages 3-21) receive special education and related services under IDEA, Part B. Infants and toddlers with disabilities (ages birth-2) and their families receive early intervention services under IDEA Part C. In Oregon, IDEA funds helped support the education of almost 83,000 children with disabilities in the past year. For more information about IDEA see the U.S. Department of Education website.

What are the Procedural Safeguards?
Parents and caregivers need to know their rights so that they can advocate successfully for their children, and make sure that they receive the free and appropriate public education (FAPE) to which they are entitled. When parents understand the procedural safeguards, they are better prepared to participate meaningfully as a member of their child's IEP team.
